In June and July, the Ministry for Education and Servizzi Ewropej f’Malta will be holding a series of five online discussions with interested stakeholders to gather feedback on the new Strategic Framework for Education and Training 2030.
The sessions’ objectives are to:
- Provide information on Education and Training priorities at EU level;
- Consult about the implications for Malta;
- Identify key priority areas for future involvement.
The outcome of the sessions will feed into the national strategy and actions in the field of education and training.
The five online sessions, in the form of online panel discussions will be held every Thursday at 15:00hrs, starting June 10. They will address the five strategic priorities in the fields of education and training for the next decade and will have the following themes:
- Improving quality, equity, inclusion and success for all – June 10.
- Making lifelong learning and mobility a reality for all – June 17.
- Enhancing competences and motivation in the education profession – June 24.
- Reinforcing European higher education – July 1.
- Supporting the green and digital transitions in and through education and training – July 8.

Background information
Education and training have a vital role to play when it comes to shaping the future of Europe, by making society and economy more cohesive, inclusive, digital, sustainable, green and resilient.
The COVID-19 pandemic has brought different challenges and opportunities for education and training systems and triggered a shift to distance and blended teaching and learning.
In this context, at the end of February 2021, the EU Council agreed on a new common framework for European educational cooperation for the period 2021-2030. The Strategic Framework 2030 is the successor of the ET 2020 framework towards the European Education Area and beyond and is closely aligned with the goals for creating a European Education Area by 2025.
According to the Council Resolution establishing the Framework, the period up to 2030 will be divided into two cycles, with the first cycle covering the five years from 2021 to 2025, following the timeline proposed for the achievement of the European Education Area (EEA) by 2025. The second cycle spans to 2030.
The resolution also sets seven related EU level targets as reference levels of European average performance in education and training:
1. Low achieving 15-year-olds in basic skills
The share of low-achieving 15-year-olds in reading, mathematics and science should be less than 15%, by 2030.
2. Low achieving eight-graders in digital skills
The share of low-achieving eight-graders in computer and information literacy should be less than 15%, by 2030.
3. Participation in early childhood education and care
At least 96% of children between 3 years old and the starting age for compulsory primary education should participate in early childhood education and care, by 2030.
4. Early leavers from education and training
The share of early leavers from education and training should be less than 9%, by 2030.
5. Tertiary level attainment
The share of 25-34-year-olds with tertiary educational attainment should be at least 45%, by 2030.
6. Exposure of VET graduates to work based learning
The share of recent graduates from VET benefiting from exposure to work-based learning during their vocational education and training should be at least 60%, by 2025.
7. Participation of adults in learning
At least 47% of adults aged 25-64 should have participated in learning during the last 12 months, by 2025.
